I have never seen this kind of fountain, but presumably they exist. Much
more common around here is a kind of bowl/sink or small trough at the
bottom, where the water is collected before going to the drain. For example
this type of fountain is typically used for dog parks around here:

based on your comment I have checked the numbers with overpass turbo, and
they were higher than I expected, 942 combinations with dog=* of which 431
are dog=yes (the rest seemed mostly "no")

While I still believe the tag is illchosen and prevents from distinguishing
legal access from possible use (depending on the dog of course), I guess
the ship has sailed...
