Hello,

meaning 1
> "suitable for dogs to drink there"

meaning 2
> legally a dog (as in "dogs may legally drink here")

I regularly see horse=no's on paths without any prohibition signs
this problem is much more global than the fountains and
we need a more global schema to solve it
maybe the for tag for=* (declined unnecessarily) in many namespace)
for=human;dog;horse
