In this case it would  be very improbable that it is just one large space because of the type of the windows and the fact that the upper window won't make a lot of sense without another level.

Main point for me would be that you'll always have to deal with a probability for errors especially in osm. The more you lower the probability of errors the less amount of data you will get. The problem in osm is that the threshold for tolerable errors strongly depends on the intended use of the data which is not defined by definition (of osm).

So I also would tag that as roof:levels=2 (if I would tag this kind of data at all. But the decision what details could be tagged is the decision of mappers and data users. Only purpose I'd see spontaneously would be for authorities to check whether construction laws are followed and taxes paid properly... But the quality of data would be quite low. Don't know if people really would compare osm data with ground tax entries).
