Hi,

I think dog=yes is perfectly fine because its meaning is quite obvious
(if you are aware of the existence of such amenities) and there is
no overlap with the legal meaning on other objects such as ways. Please
show me a single amenity=drinking_water where dogs are legally
forbidden to be given water from... ;)

Humans can easily deal with the different meaning and software needs an
exception for spouts+dogs anyway. The only possible conflict I could
imagine is a POI put on a way and a routing software that does take the
dog=* on nodes into account on any way node... but I think that's a
rather theoretical example since such a router would deal especially
with dog-centered object such as these.

Vienna is kind of famous for the amount of public drinking water spouts
(rivaled only by Zurich) and we have many that have the discussed
extension especially for dogs but dog=yes is only used a few times yet.
I think instead of trying to change the tagging it would be better to
improve the documentation. Here are some pictures of Viennese drinking
fountains that I would tag with dog=yes that can be used in the wiki:
