[Tagging] Feature Proposal - Approved - County, city and local highway networks in the United States

Outstanding it was unanimous!  Congratulations.

I have tweaked the California section text to match our statewide Route Relations wiki.  I do have a question about an update I made there [1] regarding our statewide Scenic (routes) network [2], even as I realize it is out-of-scope as to the proposal — er, I mean, now-Approved scheme:  as tagging network=US:CA is correct for a state highway, when that same highway is ALSO part of California's State Scenic Highway System, network=US:CA:Scenic collides with the existing network=* tag on the route=road relation.  Should a separate relation be created to contain this network=US:CA:Scenic tag identifying the route as part of this subnetwork?  Thanks for your good guidance.
