I have no answer to that question, but I can answer a related question with
"I've seen turn lanes painted explicitly for straight ahead when all other
indications would suggest that turning from that lane is perfectly legal"
and the more frequent variation of "I've seen turn lanes painted for turn
movements which are clearly illegal or physically impossible".  My favorite
examples of this would be a gas station driveway with a left turn lane when
a median (raised or flush) is clearly making the prescribed movement a
(physical or legal, respectively) impossibility.
