Googling a bit and quick reading the following page https://eacea.ec.europa.eu/national-policies/eurydice/content/special-education-needs-provision-within-mainstream-education-3_en 

... the word 'mainstream' seems appropriate and quite neutral.
The key school:for gives enough context anyway we're not speaking of blockbusters movies.

The rest of the text gives some insight on various topics on the matter that may not be worth of mapping at first for fear of proposal inflation, but kept in mind anyway for future refinement.
