[Tagging] RFC: school:for (to map special education and other ambiguous cases)

Nowadays, there is also the 'inclusive school' concept where ordinary schools are to accept students with disabilities. 
Those concepts vary a lot, but I would not be surprised that under some legislation, somewhere, ordinary schools must accept every student until proven not being able to.
