Depending on the country, indicating the presence of special-needs or 
mainstreaming programs in an integrated school would be tantamount to 
tagging legislation. For example, everywhere in the U.S., a public 
school is required to serve everyone on demand in some manner. [1]

Granted, that isn't necessarily the case for private schools or for 
schools in other countries. But it still seems like quite a high level 
of micromapping to tag the daily goings-on inside a classroom. It was 
barely two months ago that many balked at the complexity of tagging 
three-digit ISCED program subcategories [2], but that standard doesn't 
even attempt to break out special-needs education separately.

Anyways, I don't really foresee parents using OSM to choose a school for 
their children depending on the kind of special-needs services offered. 
The school:for=* proposal seems more useful for dedicated facilities 
that would be distinguished from "mainstream" schools. Imagine a 
renderer or geocoder adding a subtitle after a school name describing it 
as an "oral school" (for students with hearing impairment). Contrast 
that with the subtitle for a "mainstream" school, which probably 
wouldn't mention any individualized services.
