My response to that response is that "it is a (guerrilla, 'underground,' maybe not legal) sticker-with-a-QR-code placed ON a traffic_sign" (surreptitiously). And yes, I'd call it solidly touristy, as it appeals to regional, longer-distance cyclists who are not familiar with the area, who could use a map to select from confusing turns and routes at that intersection. I say "guerrilla" as I don't believe it is legal in my state to clandestinely plaster "small printed paper rain-laminated with clear packaging tape" onto a (county-erected) sign (or its post). Though, I suspect "people do this."
If I WERE to see this, that's how I might map (tag) it. It is a "breadcrumb" that somebody has "dropped" into the real world as a map (link), and they've chosen to do so on a traffic_sign that already directs bicyclists with destination / distance data and turn direction arrows. (For example, MUTCD D1-3a / D1-3c signage). I call it at least somewhat clever, if not necessarily legal. "Link a bike sign to a bike map on your smartphone." For an agency (non-profit...) that erects its own bicycle route signs, they might actually want to do this, especially at route locations (such as confusing intersections) where people benefit from a map to route (and likely turn) properly. As ideas go, it isn't terrible.
Once cyclists are smiling, discovering a bike map (while biking) for exactly right there and then, they find that OCM (cyclosm, OpenRailwayMap, OpenTransport layer, Öpnvkarte, OpenPublicTransportMap, Carto...) pans and zooms so sweetly. Ah, there is a pub not too far ahead...nice.
