[Tagging] Feature Proposal - RFC - mtb:scale:amtb

This proposal adds tagging for an Adaptive Mountain Bike (MBT) rating
scale, a rating system already adopted by other sites like Trailforks to
specifically address the needs and concerns of adaptive trail riders. This
is similar to the International Mountain Bike Association tail rating
(mtb:scale:imba) but focused more on adaptive/disability usage. To give
some quick and easy examples of why this is important many adaptive riders
required trikes for balance and stabilization: 1) a green beginner trail
might not be usable for an adaptive rider if the trail passes between two
trees and becomes too narrow 2) the physics of how a trike and a bike
function of switchbacks (burms) differ so a trail that is easily ridden by
bike may be a tipping hazard for an adaptive cyclist.

This greatly oversimplifies the greater need but I hope identifies well
enough why such a rating system is needed and differs significantly from
existing trail rating tags that would warrant a unique tagging. The fact
that such a rating system has already been developed and widely adopted on
another major platform likewise shows its importance and acceptance within
the wider mapping community as well.
