[Tagging] address numbers for non existent objects

Hello,
Stevea suggested me to start a new thread explaining how an address
might exist with no corresponding object in the real world.
I am sorry but I have been unable to find an english source describing
what we call "metric numbering system". Let's have a look to this node
(https://www.openstreetmap.org/node/8174470340#map=19/45.94903/4.62795)
and to the addresses around the village. All numbers start from 1 on one
end of a street/road, odd on the left, even on the right.
The address number matches the number of meters (or decameters) from the
beginning of the road. If you are in the fields, 2820 m from the
beginning of the road, with no houses around, there is already an
OFFICIAL address number and it is "2820". This address can be used to
indicate where starts a track, or where a company plans to put an
antenna in the future. If there is a project for housing estate, some
numbers might be added along the road before the first excavation.
In my opinion, the tag addr:housenumber=2820 is suitable and should be
used in this case, even if there is no object in the real world. What do
you think ?
