[Tagging] address numbers for non existent objects

The Marine Rescue Base is in Duringan St, but you can also see 2 Duringan
St is ~100m further south along the street.
The same thing is also often seen with things like Surf Lifesaving clubs,
which are built in beachfront parks but usually don't have a street number:
