this is in my opinion the most consistent with cycleway:*=lane

it is in my opinion ambiguous, especially when it is applied to 
highway=pedestrian
in my opinion it obviously applies to pedestrians since there is nothing 
else it could apply to
using oneway:foot (even without oneway=* would have the merit of being 
unambiguous

it will depend on the country (since in some countries path allows e.g. 
mopeds and/or horses)
but yes something like highway=path + oneway=yes seems fine.

applies to all vehicles if the highway is able to have vehicles 
(including highway=pedestrian that may have exeptional vehicles).
if not, it applies to the main part of the way /foot, cycle, horse)
