The 'disk' does not 'enforce' ... it is a method of monitoring.


Monitoring In Australia used to be done by a chalk mark on a tyre. 
Possibly still done that way in some places.

Motorized monitoring is done using video capture from a passing vehicle.

No 'condition' is required of the vehicle for the monitoring to be done 
in the two above methods.
