I agree that admin_level=* is suitable here. Additionally, I do ask that as various uses of these get sprinkled among various tags (capital=*, heritage=*, at least in the USA...) and various countries (as particular values apply to particular levels), that these cause wikis to be updated with said usage of "all government related features."
