[Tagging] Parking facility first hour free and free during a certain time span

For the latter I'd tag as:
fee=yes
fee:conditional=no @ (maxstay < 2 hours)
Meaning it's paid, except under 2 hour stays, but I think it's no different
to what you have meaning it's free except over 2 hours.
Per https://wiki.openstreetmap.org/wiki/Conditional_restrictions to combine
you could do
fee=yes
fee:conditional=no @ (08:20 - 08:00); no @ (maxstay < 2 hours)
Meaning it's paid parking, unless outside of 8:00-8:20 or under 2 hour
stays anytime.
I think maxstay is better compared to stay because
