[Tagging] Feature Proposal - RFC - net for sports pitches

I've introduced net:material for table tennis courts already (together 
with net:height and net:overhang, which I also found useful for table 
tennis courts). I've documented this in Optional Tags in 
https://wiki.openstreetmap.org/wiki/Tag:sport%3Dtable_tennis

I had encouraged discussion on the wiki page when I introduced these 
tags but didn't make the effort of drafting a formal proposal. Sorry for 
that. I somebody wants to do that, it would of course be welcome!
