[Tagging] Feature Proposal - RFC - net for sports pitches

I think a combination of net=yes/no + opening_hours=* should be 
sufficient for almost all places which have a net only during certain 
periods. I'd expect most places either have a net during opening hours 
or do not have net during opening hours.

There should be only very few cases with awkward combinations like 
opening_hours=14:00-20:00 + net available only from 15:30 to 18:00 or 
so. Should this actually be the case somewhere, then I think net=no + 
description=* would be a way to capture this.

 From private property (like clubs), an additional access=no would of 
course be advisable, as Dave has pointed out.
