[Tagging] Turn lane indications vs turn restrictions

That is my understanding, too.
Purpose of turn[:lanes][:forward/backward] is to help the navigation app
display what is painted on the road, for better orientation, regardless
of whether this accurately reflects which turns are allowed.
Purpose of turn restrictions is to tell the routing software which turns
are allowed or forbidden.
