[Tagging] Feature Proposal - Voting - Deprecate man made=drinking fountain

As it is used rarely I care more about discouraging wider use and 
to give warning to potential data consumers to ignore it.

For example I used it at one of points while making 
https://github.com/streetcomplete/StreetComplete/pull/4423 before
discovering that it is a trap and not helpful tag.

I still have not entirely figured out how to best tag drinking water features
(help is highly welcome!) but I am sure that adding man_made=drinking_fountain
to amenity=drinking_water is not really clarifying anything and just 
causing confusion.

I almost wish there was a flow chart that would let the mapper of a particular water fixture determine what to tag it.
