[Tagging] Feature Proposal - RFC - Street vendors

[Mateusz Konieczny]

if street_vendor / vending would mirror shop values rather
than trying to duplicate shop categorisation, just with different values
then it would be much less problematic.

(I still would have major problems with it but it would get better)
