Not really.  emergency=lifeboat_station  implies the presence of a boat. Not all water rescue
related infrastructure has a boat, and not all is located directly at the coast line or river bank.
"marine" implies salt water.

Maybe emergency=water_rescue ?

Having a boat, a diving department, or being located at the shore can all be expressed in sub-tags.
