according to the parking name=*, the parking may be include in the 
tourism=site_camp
if someone think that the restaurant and the shop are also part of the 
camp site, then it's easy to extend the area to include those.

and whatever the scope, I see no reason to fill in tourism=camp_site 
both as a node and as a relation
