these tags are misleading, you are not describing drinking water, hence it is not a suitable approach IMHO. 
amenity=drinking_water is not only used for fountains, some may be springs or water taps, it is a very generic tag which has the essential information for thirsty people, the fountain key can be added to some of them to further specify the feature. If you don’t like it, don’t use it.
