these all fountains in German and Italian, basically any sculpture with water around it or emerging from it is a fountain, particularly if the water is in movement.

In German, even wells are “fountains” (same word).

Basically I believe you can uphold your ideas about the meaning of fountain maybe in Britain, but would be surprised about the tagging in many other places.
