[Tagging] not:brand:wikidata?

I would say if a shop is called the same as a brand, but is not part of that brand. The not: prefix is often used to mark a negative statement, in the hope that another mapper will not make some kind of mistake (such as adding brand:wikidata blindly based on the name tag).
