I forgot to add to this:  On the other hand, a "tap" which looks exactly the same (identical turn-knob to control flow from "off" to "some" to "full") might NOT be "drinking water," because it is located at the local golf course, and has a sign next to it saying "Non-potable; using reclaimed water:  only for irrigation.  Not safe to drink."
