looking again at this, it really is a poor construction and will not work well for either application, maybe ok to attach a hose, or to fill a glass, but the flow seems to strong and not uniform and it is too close to the cylinder to wash your hands or drink comfortably.
I agree, depending on the exact design of the cylinder (if it is designed as a public furniture or just a water tube) it could be a fountain or a water tap.
