this seems completely in line with what I would expect for “landuse” (current use of land).

Actually I do not believe “commercial zone” is a good description of landuse=commercial because it implies zoning (prescription, also planning i.e. permissible future landuse as opposed to de facto use of land) and because it implies a certain scale.
