[Tagging] RFC - More sensible values for fountain=*

I was thinking about fountain:design since style is a generic attribute 
that might be interpreted in many different ways.

What do you mean by fountain:function? Do you mean tagging 
fountain:function=drinking? Then what would you tag fountain=* with?
