[Tagging] Lyft and nameless sectioning in OSM

It is kind of subjective, but there are clear cases for each variant.

to clarify that it is for current use, and if area is zoned differently then it does not
matter.

Field is landuse=farmland - also when zoned as industrial area or scheduled for
residential construction.
