[Tagging] Feature Proposal - RFC - migration to use belarusian as default language in Belarus for tagging

Yep, in short, for names and similar tag values are used more Russian
language now, but a majority of signs are on Belarusian and a lot of
mappers in internal chat vote for Belaurusian language usage.

This proposal described:

* New rule and migration plan: use belarusian as default language for
toponims and some other categories (that in most cases meet ground truth
rule), use ground truth for POI
* History of usage of languages in name and attempts to change it.
* Monitoring and migration tools were prepared for migration.
* Examples of how data will be changed if new rule will be applied (OSC
file, updated pbf, mbtiles).
* Coverage of name:be and name:ru for different categories: for example
toponims ~99% both languages
* Examples of different categories: place, highway, water, waterway,
public_transport, amenity
* Explanation what changed for end used: search will be same, if rendering
support multi languages, then nothing will change, otherwise it will show
belarusian as default
* And vote itself

It's a bit sensitive topic what language to use, this is the reason the
proposal approach was decided to follow, to finalize convention for country
and try to avoid conflicts in changes.
