[Tagging] Review request for surface pages

I was looking (again) at surface documentation pages, partially
as result of working on OSM software. I made some changes to
some OSM Wiki pages that were intended to document current
consensus, but maybe I made some mistakes.

Please look especially at

https://wiki.openstreetmap.org/wiki/Key:surface [1] is not yet edited
and I plan on also editing it with descriptions from pages listed above
 - let me know if descriptions of surface=dirt / surface=earth / surface=ground
are worse than what is on Key:surface page right now or really need
other changes.
Or even better just edit Wiki.

PS if you are from Germany you may consider editing your nearby area to
remove surface:de - or maybe remove all of that

if it matches surface tag then it is pointless, once it diverges it is additionally
highly confusing. It just makes data more confusing for no benefit.
