This is a pretty important point, and I'm glad you brought it up!  An eruv
isn't just a paper boundary on a map - there's a physical wire that's
placed along the entire perimeter, typically strung up atop poles.  You can
see it (provided you knew what you were looking for) and touch it (provided
you were walking on stilts).  If that's not verifiable, I don't know what
is.
