I was talking to a bloke a little while ago, whose family has owned a
private marina in Sydney Harbour for ~150 years.

They have a wharf bridging from dry land (which is their property) & going
out over the water, with their office built on it.

~20 years ago, they put in for permission to extend the building along the
wharf - not going out over the water or back onto land.

It took over 10 years to get the OK because two separate Govt departments
were arguing over *which of them had the right to give the Marina the OK to
build*!!! Neither Dept had any problem with them doing so, but they were
arguing, *in Court!*, over which of them had jurisdiction over the 150mm /
6" stretch of water & mud between what is now regarded as Mean High Water
level & what was shown on the 150 year old plans as the water's edge (all
of which was 2m / 6' below the existing wharf, & which hasn't seen sunlight
for 150 years), & therefore who had the right to approve the Building
Application. :-(

& the cost to the taxpayer ... ?
