I am always suspicious when someone thinks they know how
a particular material is laid all over the world, while
claiming not to be an expert on the subject and without
having at home what they propose to depreciate.
So let's still assume that some people confuse pre-fabricated
concrete plates with concrete with expansion joints.
Let's assume that this confusion is so important that it makes 
concrete:plates unreliable in its difference from concrete.
suppose an opinion emerges to deprecated concrete:plates

what tag do you propose to use to describe a surface
made of pre-fabricated concrete plates ?
"it is not usefull for me" is not a good arg.

in Switzerland (at least in Romandie), a large proportion
of the path for mixed agricultural and recreational
use (walking, cycling, rollerblading) have concrete plates,
it's so common that it have a name of "concrete path",
the difference with a joint is easily seen because there
is no joint (the plates touch each other) and with time
one or the other plate ends up not being horizontal anymore
and this causes a difference in level between 2 plates
(it's very unpleasant with a city bike), a difference
which is sometimes not regular between the left and
the right of the plate (the plate sinks or rises
sometimes by a corner).

if the difference is misunderstood, perhaps the question
should be asked in 2/3 stages: concrete? with joint or plate ?
full width or lane ?
I have nothing against depreciation, provided that those
who wish to encode this information can do so.
