Lots of badly maintained or simply old paved tracks on farmer's private 
land too. Definitely not grade1.

In the end it's fine for mappers to vary slightly, as long as the basic 
essence of this five point scale is maintained. Usually (the keyword 
here) that means paved tracks in good repair are grade1, but I won't 
presume to be knowledgeable about what makes a grade1 track in 
localities with hardly any rain or snow. In that sense the edit on the 
wiki may be a tad too strict, but probably fine as a rough guideline.
