[Tagging] Is it man_made=water_tap?

The "tap" is the device to control the flow.  Often, but not necessarily, at the end of the pipe.  If the user cannot control the flow, there is NOT a "tap" present.

so the "tap" word implies some kind of valve, having just a tube to channel erogation does not count, even if it has the "right shape", right? Is there agreement for this definition?
