I guess it might be because otherwise one might encourage putting "tourism=artwork" + "artwork_type=graffiti"
every few meters on any random piece of street furniture, bridge, walls, subways, etc.

e.g. I personally would not map things like this:

as "tourism=artwork" + "artwork_type=graffiti"


and that does not seem very useful or desirable (IOW, while I would call that type of vandalism "graffiti", I would not call it "artwork" of any type)

While there are other (more artistic) types of graffiti that might be useful to map, e.g.:
