Personally I find this view reasonable and in line with OSM principles. 
I have commented on it in the community forum so that other contributors 
can also give their opinion.[1]

Some simple guidelines for mappers would be welcome on the wiki page, 
even if they are not strict rules. Just enough for the mapper to 
understand what we mean by "notable" graffiti, in line with OSM best 
practice on legality and temporary
