I was curious about this comment and so I headed over to
openstreetmap.community to check out the list of community spaces in
France.  I found the French OpenStreetMap forum:

I checked out the site stats[1] and learned that over the last 30 days, the
French forum has averaged 36 messages per day with 257 active users.

Then I headed over to talk-fr to investigate how much activity was
happening there.  In the whole month of December there were just 65 posts,
and I counted 21 unique users.

So it sounds like there is very little fragmentation -- more than 90% of
the activity is in the forum site and only a small amount of activity is
left on the mailing list.

It seems like the issue is that you're mad that most French users have
chosen to use the forum instead of talk-fr.
