what actually is required are basic wiki editing skills (or finding someone who copies your proposal into a wiki page, what should not be so difficult, albeit you’d also have someone then who helps with discussion, so wiki editing is probably a requirement).
For the mere announcement you can just ask someone, I recall having posted an RFC for a fellow mapper who asked me to because they didn’t want to subscribe to tagging).
