Not if it affects use of that tag as an access tag.  In the UK (and I'm 
sure elsewhere) there are plenty of cases were caravans are prohibited 
but motorhomes are not.

1087 examples worldwide combined with "highway" tag where it can be 
assumed to be an access tag

confusingly there is also "caravans", which isn't supposed to be an 
access tag, but:

437 examples worldwide combined with "highway" tag where it can be 
assumed to be an access tag
