[Tagging] [RFC] Feature Proposal - EV Charging Station Mapping

At the moment, the tagging scheme for charging station ask to indicate
capacity (for number of charging point) and socket (for the type of socket
like CCS or slower charging standard, and the respective number of each)
and socket power (ex a ccs charger with 350 kW max power) is also indicated
if fully mapped. All these tags can be used to count the number of charging
points with as many filters as we want (like do want to know fast charging
only or something like that).

So the *capacity *tag reflects the n*umber of simultaneous charging
vehicles possible*. The *socket *(and subtag for it) reflects the type of
charging plug available and the power it can give.
