[Tagging] Tagging proposal On Wheels app 4 - Elevators wheelchair users

We want to add some extra tags that are important for wheelchair users:

 

*	elevator:door_width
*	elevator:width
*	elevator:depth
*	elevator_button:wheelchair          (yes, no)

 

Only marking an elevator as wheelchair=yes is not enough for a lot of
wheelchair users.
