[Tagging] Highway classification in Antarctica

Hi,

personally I would not expect to see any roads of a higher class than
"tertiary" in Antarctica. I would expect something like the 5% or 10%
most important roads (by total length) to be tertiary, and then assign
unclassified/service to the rest.

No as the country-specific conventions will not have been made with
Antarctica in mind

No as it would probably lead to seeing nothing above "track" ;)

Yes but I wouldn't mechanically approach this with any objective
"thresholds" based on numbers. As long as you don't end up tagging
secondary roads up there, just go with tertiary for the important ones
and follow down from there.

I don't think population should come into it.
