works could describe the type of plant, e.g. works=sawmill, oil_refinery, manufacturing (and you add product), brewery, printing, brickyard, slaughterhouse, …
industry would be about the industry, but it could also get another name, there isn’t actually too much confusion in the values: https://taginfo.openstreetmap.org/keys/industry#values
especially for an undocumented tag (admittedly only few usage), compared to industrial:
https://taginfo.openstreetmap.org/keys/industrial#values
