[Tagging] RFC: shared_green - pedestrians share green light with vehicles

this idea has been discussed in other context and was considered not
working, because you would have to check for all other osm-objects whether
they are relevant "regions" for the tag at hand (you would have to check
for every object if there is such a tag on all enclosing areas).
