[Tagging] Feature Proposal - RFC - Laboratory:biosafety level

Hi!

This proposal was created to establis the key
laboratory:biosafety_level=1,2,3,4. It is intended to describe the
biosafety level of a laboratory. It applies to laboratories
(healthcare=laboratory).  By adding this tag it would be possible to get
more detailed information about a laboratory for fire departments and
emergency services.
